Floyd graduated from Texas A&M University and later earned his law degree from South Texas College of Law. He’s an avid cyclist and home-brewer. When the Legislature is not in session, Floyd provides prosecution services to cities and serves on various boards and commissions.

Floyd was first elected to the Oregon Legislature in 1994 and served in the House of Representatives until 2000, when a term limit law (later overturned in court) forced many legislators to step down. He was appointed to represent Oregon Senate District 4 in 2003. He was elected in 2004 to complete the term and re-elected in 2006, 2010 and in 2014.
